Students from third-country countries had full access to the EU, Schengen, and other countries to complete their education before ETIAS. This arrangement is changing. ETIAS approval will be required for third-country travelers to Europe to study, work, or travel for pleasure. ETIAS (European Travel Information and Authorization System) will take effect in the second half of 2022 and become mandatory at the beginning of 2023.

It is becoming increasingly apparent that all tourists and migrants crossing Europe's borders must be screened.
EU citizens are reassured that anyone who is not required to obtain a visa to travel within the Schengen Area (currently 60) must submit their information and apply for travel authorization. The European Travel Information Authorization System, or ETIAS visa exemption, was established by the EU Council. ETIAS is an automated IT system to help identify and assess potential risks associated with visa-exempt citizens traveling to or within the Schengen Area.

The four reports that fall under the Visa-exempt mechanism were adopted on August 4, 2021 by the Committee. They also considered the previous report's recommendations.
The report said that visa liberalization was an effective weapon to encourage people-to-people contacts and promote changes within the Western Balkans and the Eastern Partnership in the areas of justice, security, and fundamental freedoms.

To travel within Europe, all non-European Union and Schengen Areas citizens will require an ETIAS passport. This passport is needed for the middle of 2023. It is being introduced to improve security across Europe. It screens potential visitors and determines if they are terrorists, criminals, or medical risks. ETIAS approval will usually be granted in the majority (95% or more) of cases. The Schengen and European Union member states will allow passport holders to travel freely.
ETIAS is valid across Europe. A passport approved by ETIAS is valid for travel to all European countries.
